That's not really easy:The easiest thing by far would be to take all the money that was wrongfully gained - and throw back into the economy (which now and forever will have far better regulations - various over sights - and runs with balanced effeciency. But I have no idea how to get it back or where it went and apparently nor does anyone else.
A bank CEO shows that he has brought in 10000 loans with earning potential of $1,000,000,000. He gets a bonus of 5% of all he brought in. He gets $5,000,000.
The bank doesn't really have the billion dollars. so it really doesn't have the 5 million to pay out. This is the problem.
Now, if government wants to control executive pay, maybe a (cash only bonus) from (starting liquid assets - current liquid assets) * .5 would be a better way of doing things.
