Federal employee groups and at least one prominent lawmaker are criticizing a recent computer security test conducted by the Justice Department to gauge employees' susceptibility to Internet scams.

Sen. Daniel Akaka, D-Hawaii, had his staff look into the incident, which involved a phony e-mail asking Bureau of Prisons employees to submit their personal information so they could receive a financial bailout to replenish losses in their federal retirement accounts.

Friday - February 13, 2009 (NOT SO LUCKY)
"Tommorrow's possible rally could result in a "Deficit" and the (I) Fund
might underperform the EAFE Index." The (I) Fund did underperform
against the EAFE INDEX and came close to the EFA daily return. The
Fund Managers added to the "Deficit" and drove it back up to
Thursday's level. I did a <1%IFT and purchased more shares in all
the risk funds, in hopes of a bounce back from a vote on the stimulus
bill over the weekend. Monday & Tuesday have very little in the way
of economic news. Monday is also a Holiday. Tuesday should be an
interesting day. Until then, Good Luck To Each And Everyone Of You.

"Monday & Tuesday have very little in the way of economic news.
Monday is also a Holiday. Tuesday should be an interesting day".
But the Banks took center stage and the losses were steep around
the globe. Obama's Stimulus Package meant nothing and Walmart's
good news couldn't compete against on wall of worry. The "Deficit"
within the O/D Tracker shrank just a bit but remains in the "High"
Blue Area. Sure would have been nice if the Fund Managers would
have wiped the slate clean today. But no, they will likely save it for
the next day or two. If a rebound is on your mind and you think the
catalyst will be GM's CEO speaking at 7:30am on CNBC,,, please
don't hold your breathe on that one. Maybe the Mortgage Plan will
give Wall Street a reason to buy. Lets hope the buyers show up
tomorrow and don't go on strike like they did today. :worried:

Federal Retirees To Receive Stimulus Payments

Working with key legislators last week, the National Treasury Employees Union (NTEU) and the National Active and Retired Federal Employees Association (NARFE) secured language in the House-Senate economic stimulus measure that would result in economic relief for federal retirees under both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) The benefit for CSRS retirees will come in the form of a refundable tax credit of $250 for this year; FERS retirees will be eligible for a one-time payment of $250.

"This language will ensure that federal retirees who spent their lives in public service are provided the economic relief they have earned and deserve," said NTEU President Colleen M. Kelley.

"As federal retirees worked and contributed just like other Social Security retirees, NARFE is pleased that this tax credit was created and then successfully attached to the stimulus legislation," asserted Margaret L. Baptiste, president of NARFE. "NARFE applauds Congress for extending a tax stimulus to our nation's seniors so that retirees can join other taxpayers in bolstering our economy at a critical time."
House and Senate conferees reached agreement on the stimulus package after working out differences in their respective versions of the bill. Originally, only the Senate-passed bill included the $250 payments to retirees receiving Social Security, including those under FERS, but would have excluded CSRS federal retirees who are not collecting Social Security from other non-federal employment. According to NARFE, under the auspices of the stimulus package, tax relief via reduced payroll tax withholding will be provided to wage-earners under the 'Make Work Pay' provisions. Social Security, Veterans, SSI or Railroad Retirement beneficiaries, who are not otherwise wage-earners, will see a one-time $250 increase in these payments. Federal retirees who are not eligible for any of these payments will be eligible to take a newly-created $250 per person refundable tax credit.

President Obama signed the stimulus bill into law yeseterday.

The Deficit continues to shrink and the loses MTD continue to haunt
the (I) Fund. The fund managers cut the deficit almost by half and
now stands in the "Green" area of the O/D Tracker. Seeing all of the
previous green entries and their days after, its quite clear why I call
it a "Flip a Coin" area. I'm really hating the Fund Managers for the
obvious manipulation of the Deficit. When the market goes up, the
Deficit is increasing = Lower profit. When the market goes down, the
Deficit is decreased = Slightly Lower Loses. When the trend is down,
trying to time a large gain is all but impossible. Its intentional. :suspicious:

"When the market goes up, the Deficit is increasing = Lower profit."
And thats exactly what happend today. The EAFE Index end up at
+0.94% but that wasn't enough to offset the Fund Managers doing
exactly what I said yesterday. They added to the Deficit on a good
day and gave us nothing in return. For those of you who are waiting
for a good time to enter (based on the Deficit) this is a better time.
But that doesn't mean the (I) Fund, nor the market has anything to
cheer about. The true bottom is in question once again (S&P500).
Its a 20 foot wall of worry. But some are asking if this isn't the best
time to put your toes in the water. Maybe it is and I'm buying more
stocks on the way down. Little bit by little bit. I'm losing money, but
not a heck of alot as I'm only committed in small percentages. What
ever you do, please be cautious and extremely selective. :worried:

<1%IFT Completed Today. Expecting a bad last half hour in the market.
(Just My Gut Feeling). At close of business today, if market is down as
expected, I'm buying more shares cheaper. :confused:
 
I am worried about the other 5 1/2 hours also

Before hitting the feathers, the market actually looked like it would
reverse coarse. Five and a half hours more would have put me on
a professional red couch, talking about why I keep dreaming of Bar
Charts and Pie Graphs.:blink:

Don't look too closely now, it's causing insomnia ! :(

SB....how often are you rebalancing these days.....I have been reading your thread from back in october concerning <1%....Daily, weekly???
 
Just wanted to come by with a thanks for the <1% rebalance system you pioneered.

I went in Fri with some........... so on Mon I IFT'ed with the exact same numbers and got $5,000 more into equities.

Thanks for the find......... it will help some over the years to come.
