My mind was elsewhere and I thought the question was who was the last president not to graduate high school, vice the question "Who was the last President that did not attend college?" Hence my answer of Andrew Johnson.

However, strictly on the wording of the actual question, I would say the board is still open. Harry S. Truman did attend some college but did not actually graduate. In the early 1920's Truman attended the Kansas City Law School for a couple years.

Thanks OBG for keeping it real! Interesting question. I must confess I didn't research this question in detail before posting it. Sorry guys. My first look showed the answer below-

After receiving OBG's post I looked more in depth and found the following-
Truman was the only president who served after 1897 without a college degree: poor eyesight prevented him from applying to West Point (his childhood dream). When his high school buddies went off to the state university in 1901, Truman instead enrolled in a local business school, but only lasted a semester. In 1923-25 he took night courses toward a law degree at the Kansas City Law School (now the University of Missouri-Kansas City School of Law), but dropped out after losing his government job.[31]

Would have to say that a law school is likely to be a college and therefore Harry S. Truman attended some college. The Board is open and the question is- Which is the last President (before Truman) that did not attend college?

Cleveland's elementary education came at the Fayetteville Academy and the Clinton Liberal Academy.[18] After his father died in 1853, Cleveland left school and helped to support his family. Later that year, Cleveland's brother William was hired as a teacher at the New York Institute for the Blind in New York City, and William obtained a place for Cleveland as an assistant teacher. He returned home to Holland Patent at the end of 1854.[19] An elder in his church offered to pay for his college education if he would promise to become a minister, but Cleveland declined. Instead, in 1855 Cleveland decided to move west. He stopped first in Buffalo, New York, where his uncle, Lewis W. Allen gave him a clerical job.[20] Allen was an important man in Buffalo, and he introduced his nephew to influential men there, including the partners in the law firm of Rogers, Bowen, and Rogers.[21] Cleveland later took a clerkship with the firm, and was admitted to the bar in 1859.[22]
