Romney plan for handing drill permit decisions to states stirs debate in West

One of the primary planks of Mitt Romney's energy plan is re-igniting a decades-old debate in the West about who should control access to fossil fuels on federal lands.
In a campaign speech in Hobbs, N.M., a few weeks ago, the GOP presidential nominee told the crowd, "I will set a national goal of North American independence by 2020. That means we produce all the energy we use in North America."
In addition to opening up new areas for offshore drilling, Romney says his energy independence goal can be accomplished by speeding up the time it takes to get permits to drill on federal lands. The way to do that, he says, is by putting state regulators in charge of the federal process just as they already are on state and private lands.
"On federal lands the permitting process to actually get anything done is extraordinarily slow. In North Dakota, it takes 10 days to get a permit for a new well. In Colorado, it takes 27 days. But do you know how long it takes the federal regulators to get you a permit to get on government land? On average, 307 days."

President Obama's re-election campaign website prominently touts the country's decreasing reliance on "foreign oil" during his administration and pursuing an "all of the above" strategy for boosting energy independence that relies on conventional and alternative resources. Former Massachusetts Gov. Mitt Romney's campaign website predicts the GOP candidate's policies will deliver North American energy independence by 2020.
Increasing access to energy supplies from the United States and neighboring countries is an issue that resonates with voters. As the polling organization Rasmussen Reports finds, a majority of likely U.S. voters classify energy policy as "very important" among several key issues. In fact, Rasmussen's latest issues survey results show that energy policy is as important to voters as national security and fighting the War on Terror. Moreover, the findings reveal that energy policy was more important to respondents than immigration as well as the war in Afghanistan.

"Oil and gas is much more near the top of the agenda than it has been," said Joseph Stanislaw, an independent senior advisor to Deloitte.

California’s Jerry Brown and a Solution to Gas Prices

Governors and state legislatures across the country may want to take a page from the Jerry Brown playbook to bring down gasoline prices. In his state of California, regular gas sells for more than $5 a gallon. He has mandated a change in the nature of gas supply that should bring down these prices, which is proof that the gas price issue may be one that can be solved — at least at the state level.
Governor Brown’s office announced:
The Governor directed the California Air Resources Board (CARB) to immediately allow oil refineries to make an early transition to winter-blend gasoline. Winter-blend gasoline typically isn’t sold until after October 31.
And it pointed out that:
Winter-blend gasoline is a mixture that evaporates more quickly than the gasoline sold in summer months, which takes longer to evaporate and is better for air quality during the smog season. Allowing an early transition to winter-blend gasoline could increase California’s fuel supply by up to an estimated 8-10 percent with only negligible air quality impacts.
