I don't think "Currently Active Users" has anything to do with the access speed. These could all be just idly "logged in." I'm not sure if there is anyway to to measure how many people are simultaneously trying to access new pages at the same time, or post. This obviously peaks just before the deadline, but the number of "users" may not correlate very well.

And as I've said before "my speed during this time of the day slows down due to all of the people at lunch surfing the net. There is around 20k people here and it happens almost every day" The problem can be at either end or both!
