TSP Board should have a make up of:
1. Military
2. GS 12 and below
3. GS 13 and above
4. Wage Grade and other Hourly
5. Retiree's
This board should consist of less than 100 voting members, those 100 members should number relative to the percent of the investment in the fund rounded up, so the minimum would be one.
4 year terms off set every 2 years
Vote via proxy or internet allowed so 100% votes each time!
Semi annual meetings, (paid expenses by the TSP), a set of by laws that protect each and all groups.
There should be some issues that are settled by 5 votes (each group is one vote and that sub group comes up with the methods)
Fee increase
Executive board appointments (permeate positions say 5 plus 2 at large)
Capitol expenditures over 30 million
Complete control of the bureaucracy administering the TSP, Totally non-appropriated, Congressional oversight as to rules only indirectly.
Ideas like Unused FSA accounts could roll over providing that the yearly max( plus catch-up) has not been met. Maybe relax the FSA maximums as well.
