The Army Corps of Engineers recently blew a 2 mile wide hole in a levee on the Missouri side of the Mississippi River flooding 130,000 acres of prime farmland and inundating about 100 houses. Which city of about 3,000 people were they trying to save from the highest recorded floodwaters on the Ohio River?

Is it Cairo, Illinois?
