The Viking Poseidon lowers the top hat device into the Gulf of Mexico at the site of the oil spill late Monday night.

Venice, Louisiana (CNN) -- BP is lowering a second oil containment box in an effort to stop a weeks-long oil leak in the Gulf of Mexico, the oil company said.
A larger containment vessel was unsuccessful in stopping the flow of oil from the gusher about 5,000 feet underwater. The spill is sending 210,000 gallons of crude into the Gulf of Mexico each day.
Called "top hat," the 5-foot-tall, 4-foot-diameter structure weighs less than two tons. The structure is being deployed by the drill ship Enterprise.

I'm betting on the smaller box doing its job. I think things will get a little better when the oil is not messing up the gulf.:)

WASHINGTON (AP) -- A key safety device known as the blowout preventer used in the BP oil rig in the Gulf had a hydraulic leak and other problems that likely prevented it from working as designed, congressional investigators said Wednesday.[more]

Sens. John Kerry, D-Massachusetts, right, and Joe Lieberman, I-Connecticut, introduced new energy legislation.

Washington (CNN) -- Two leading senators on Wednesday introduced a sweeping energy and climate change bill intended to cut U.S. greenhouse gas emissions and reshape the energy sector for the 21st century.
Sens. John Kerry, D-Massachusetts, and Joe Lieberman, an independent from Connecticut who sits with the Democratic caucus, said the proposal offered a broad-based approach that would end the nation's dependence on foreign oil while keeping U.S. industry competitive.

BP expects to deploy two "top hat" devices with different functions at the site of the leaking Macondo well by Friday, the company's chief operating officer said during a Wednesday afternoon press conference.

A riser insertion tube, which Doug Suttles described as a second top hat, will be placed inside the end of the leaking riser to contain crude oil. He pointed out that the second top hat, which at press time was en route to the incident site, also could help to prevent gas hydrate formation.
The other top hat, a smaller version of the containment dome that became clogged with gas hydrates over the weekend, is on the seabed and will be positioned above the leak from the damaged riser. The smaller dome is designed to limit the amount of seawater that can be trapped underneath, thus preventing hydrates from forming. In addition, the small size is expected to facilitate heating and methanol insertion -- again, to limit hydrates.
