BP killed 11 people and millions of animals which cost them about $20 billion.

What did it cost the government to let thousands die in Katrina? One estimate was up to $200 billion.

At the end of the process, $7 billion was awarded to 97 percent of the families for 9-11.

I guess the government is what you might call "judgement proof" since it has unlimited resources.
