so do the fund performances correlate with the market even tho the TSP is 'closed' for the holiday?

Yes. The C closed on 11-10-04 at $12.36 and closed on 11-12-04 at $12.59. That was a 1.86% increase.

The S&P 500 closed on 11-10-04 at 1162, on 11-11-04 at 1173 and on 11-12-04 at 1184. That's a 1.89% increase over the same two day period.
