Need advice on how to properly fill out a w-4 and a NYS IT-2104

I'm trying to figure this out, and frankly I am lost. Its pretty well known Mypay will not allow us to file NYS/City 2104, and for the past 4 years, I've been winding up having to pay more and more back to New York state because there has been no city deduction. Now I don't want any tips on how to save or reduce my tax obligation, just some feedback on how to properly fill out these 2 forms so that the proper amount of tax is withdrawn from my paycheck, so that my pay to whoever balance next tax year, is 0.

My situation is simple, Single, head of household, GS 13, no kids, no education writeoffs, no writeoffs at all. No mortgage, I don't own anything. I live in the city, but not in yonkers. The object of this is that I get 0 back from the government, and owe 0 to the city and the state of New York.

Currently, I get a return from the federal, but a debt from the city/state.

The object is that I get

1) W-4, what would be the proper amount of allowances I should put in to get my return to 0. I have it set at 1 (being single and head of household). Should I set this to 2 to reduce my federal return down? I believe setting it at 2 would give less to the government, and would give me pretty much a 0 on my return.

2) IT-2104, Line 1, Total Number of allowances claiming NYS and Yonkers. Line 20 says " Subtract line 19 from line 18. " Lets assume line 18 is 2, and line 19 is 0. Is it
a) 2-0=2, OR b) 0-2=-2?
