Furlough Thread

Personally I'd rather see layoffs than furloughs. Furloughs seem more like a slow bleeding; at least with layoffs people can move on and move forward.

Then we can expect you will be one of the first to raise their little hand and volunteer to take the lay-off (RIF) so you can move on down the road and move forward (to unemployment)..Better yet, why don't you do it now, don't wait to be asked and let some other person who appreciates their Government job, be able to stay on....

How is that hypocritical? :confused: Where did I say I don't appreciate my job? I'm not hungry so stop putting words in my mouth please. At this rate I wouldn't have to volunteer, sounds like you'd do the honor of putting my request in for me; so kind! :laugh:

It is not my decision to make on what programs are more critical and which are least critical. But if I was determined to be expendable, than so be it. I'd rather know now than have all my limbs chopped off first. :sick:

Must be nice to be able to be so self sacrificing..Please QUIT your job so someone else can have it that REALLY needs it..






LATEST: I was wrong

I got news today that the FAA Academy Instructors (AF) (at least as far as we know here) Will not have any Furlough Days along with the ATC, in essence, they have been called back..However I'm skeptical, because maybe Kookamungus may get his wish..the Word RIF is in the cards yet..
 
Soap Opera with the furlough at FAA:


First, let's recap what happened with FAA- Last week employees started with their furloughs. Everybody was ordered to take a furlough day- it was to be one 8 hour day per pay period for every employee, for up to 11 pay periods, starting last week.

Fast forward to last Thrusday- After some disruptions began with airline service due to staffing issues with FAA employees, the Senate rammed through a bill on Thursday to allow DoT to move Airport Improvement Construction funds over to the Operations and Payroll side of the House. On Friday, the House followed suit, and the FAA announced on Saturday that furloughs would be suspended effective immediately.

(Mind you- the House on Friday ALTERED THE LANGUAGE OF THE SENATE BILL BY ONE LETTER- "ACCOUNT" CHANGED TO "ACCOUNTS"....AND THEREBY REQUIRED THE BILL TO GO BACK TO THE SENATE FOR ANOTHER ROUND).


Many employees- but not all, were out on Friday last week furloughed. But many others (Union negotiations were held in some bargaining groups for which days would be which employees, furloughed- some branches of FAA wanted everyone off the same day, other branches of FAA mgt insisited on rolling staffing, etc).

So SOME people were off on furlough- and others were not.

Some mamnagers are telling folks to put in a leave slip and they'll get paid for the whole time. Others are saying no, Don't put in a leave slip, it wasn't your fault, you should get excused absence. Others are saying...YOU CAN'T put in a leave slip, because you are furloughed, and therefore you can't take annual leave.


Come Monday- SOME senior execs said "Hey, Congress fixed it- so just put in a leave slip, and you'll be covered".

Others said "No- you were on Furlough- so you can't get leave".

FAA MGT at several levels pointed to Human Resources for answers- "What do we do?" they ask.

HR says...."Hey, our staff was all ready to come in last Saturday and cut SF-50s for eveyrone on Furlough, but since the furloughs were cancelled, our staff didn't come on Saturday- and no SF-50's were cut. We don't KNOW what to do."

And said they (HR) will ask Dept of Trans HR for guidance.

Dept of Trans HR says.... yesterday... "We don't know what to do. We'll ask OPM".

Meanwhile, HALF the employees were out last week for furlough (or more than half, actually) . The REST were NOT furloughed, so they will be getting full paychecks.


Now OPM says...today... "We don't know what to tell you- we're going to ask the White House for guidance".


Some people are on MAXIFLEX- and want to work the extra 8 hours this week to make up for the 8 hours lost last week. One manager tells them Sure- go do it. Another manager says NO- HR won't let anyone work more than 40 hours this week.


SOME employees will be paid for 80 hours next week.

SOME employees will be paid only for 72.

SOME employees are now asking if they should fill out a leave slip.

SOME employees are refusing to do a leave slip, because they didn't ask for the time off.

SOME employees are asking if they should file grievances because of "disparate treatment" that some employees got furloughed while others did not.



So...here we are- a WEEK after the furloughs knocked half the work force out- .


and NOBODY knows :
1.what to do-
2. what people will be paid,
3. what people can and can't do for work...
4. and /or leave, and
5. whether or not people will be paid for 72 hours work this pay period, or
6. 80 hours.



It's a heck of a way to run a railroad, isn't it?

That "Light at the end of the tunnel" we thought we saw yesterday?


I'm pretty sure now that that is just a train bearing down on us.

I just wanted to say "Thank you", in honor of

PUBLIC SERVICE EMPLOYEES RECOGNITION WEEK.

I wanted to say thank you to all my fellow Public Service employees.

And I especially wanted to say "Thank you" to those fine men and women in the halls of the U.S. Congress, who found it fit to honor the men and women who serve our nation by:

1. Freezing federal pay for the THIRD STRAIGHT YEAR,

2. Increasing the amount of Federal Pension required deductions.

3. Allowing the Social Security tax break to expire, thereby causing the 2% net resumption of taxation on payroll taxes.

4. Continuously harping that federal employees are overpaid, despite third-party non-partisan- non-think tank salary surveys showing that is not the case.

5. On-going cuts to federal employee benefits, including lowering the employer share of medical insurance costs netting a higher-out-of-pocket share for employees for premiums; as well as the continuous haranging that many of you find necessary to "blame bloated government", at a time when the federal employee to citizen ratio has never been more autere in over one hundred years.


Oh yeh- before I forget- I just was able to take a peek at my paycheck this morning. It won't hit the bank till Monday, but I can see the Leave and Earnings Statement now in Employee Express as of today. After last week's sudden rearragement and Congressional Action on "sequester", you said you "would think about" whether or not you would allow me at least the decency to put in a leave slip for last week. You still haven't decided.

As a result of the FURLOUGHS- I got exactly $ 238.70 less in take-home pay this week, as well as losing $67 in TSP matching funds and contributions towards my retirement someday.

For that - I thank you Congress. Thanks a lot. Thanks for all those items-

You have made "doing more with less" a real exciting time, and I give great thanks to all my fellow employees who have survived this era.

I am sincerely sorry for everyone's plight here..But as Birch said, you JIM voted for this last year NOVEMBER...

Now to make you feel even More thankful Jim towards your President..

On March 22 President Obama pledged to provide $200 million to Jordan to help with the "nearly half a million refugees who have fled the civil war in neighboring Syria."

I think I heard yesterday that only $100 Million was sent over, but whatever...God Bless em, huh Jim?

Once again the lefts see something not received as lost. Helps explain the concept of cutting, not. :)
 
In my day, fed bashing was popular with John Q. Public and the media said it was solely the province of the GOP. Now, it seems bi-partisan and John watches trials and dancing.

Yeah. Word came out today for DoDDS that since we're not on the job during the summer anyway, we are scheduled for 5 days. This is the part where we're supposed to express thanks. Thanks for not chopping off my head. I'll gladly give my pinky instead.
 
If furloughed days are grouped vice spread out.
Based on government pay grades, the Pennsylvania Department of Labor and Industry estimates most federal employees will not be eligible for benefits unless they work less than 28 hours per week. Indeed, if Coleman works just four days a week -- he would surpass the $745 limit. However, the scenario changes completely now that Coleman can group his furlough days together in five-day blocks. In that case, he will lose a full week of wages at a time, and the state would consider him like any other worker on a temporary layoff. Coleman hopes this will allow him to collect roughly $1,100 in unemployment checks this summer.
 
Question to those that have actually been furloughed...

Were your Federal, State, Social Security, Medicare, and FERS taxes reduced as expected - or did they do nothing and just slam you? If those taxes are not automatically adjusted I will have to do what I can to take them to where they should be. Can't do much about some of them on my own, but I can change the allocations from Fed and State.

Just wondering. It takes two pay periods to make these kind of adjustement...

Checked My Pay and they were all reduced as expected, including the FERS deduction. That means it will affect the high 3 computation for you FERS pension.

Not sure about FERS but for CSRS they go by your annual rate of pay for High Three Computations so that furlough days don't affect it. Could affect Social Security I suppose but should not be significant. Check on the OPM site for FERS information.
