The Donkey secretly desires to be a male-stripper! but his conscience wont let him...so he just shakes it while running around commando style to get a reaction out of a nosey neighbor, anyone that might accidentally drive up his road, or from the farm animals!! Cat included... But not much reaction there...that's a good thing!

ha! true. i was appointed, then eventually elected to city council in a contentious place during a contentious time and actually served as council president and helped hold a town together under the rule of law when it was about to disincorporate and take their chances rather than live under the thumb of crooks. it is a thankless job that i will never do again. no matter which side you come down on, half of the people hate you. ultimately the town stayed incorporated and together, but personally i lost, everything, good works come at great cost. enough said.

I already made a guess but am second guessing my guess.
Burro actually is a burro living in a .gov project abode somewhere in the west. Burro was one of the burros who decided to cooperate with .gov and fess up that speaking English was something he/she/it could do. Better than standing around in the road begging and kicking vehicles. So burro is now a fed employee under FERS with all that that includes.
Under a secret DOI program burro was provided with a custom keyboard computer and high speed internet access. There are limitations to this custom system which would explain the lack of caps and other things in burro’s posts.
No one really knows what pay system or series burro is. Except the supervisor. Burro likely always gets “significantly exceeds expectations” ratings during annual reviews because the supervisor remembers that one time and the kicked out walls/doors and smashed office plaques.
That is burrocrat’s secret.
