Hmmm can't find a law to prosecute.....If one knows that one's future wealth/employment is enhanced by finding a reason to avoid wide and serious prosecution of the miscreants....

And it will repeat. This is an area that a mullah or two would be of great help. The clever smart rich smug guys doing anything for commission at any cost would think twice or three times on the next go around. They would want to greatly minimize the loss of a hand.
