Avoiding early redemption fees in Roth IRA

Hello,
I currently maintain a Roth IRA through ING/Sharebuilder. Historically I've just kept a modest Automatic Investment Plan in place to DCA into a few small positions.

Recently I've decided to be more directed in my management of the account and attempt to increase my return by selling equities on market dips. Unfortunately I got nailed with three $50 early redemptions fees. Rookie mistake.

So my question is: Are there any institutions or fund family that offer no transaction fee funds and allow the account holder to rebalance w/out incurring these early redemption fees? I don't want to trade frequently or try to time every dip, but I would like the opportunity to trade more often than once every 3 months. Maybe this doesn't exist...but I figure you guys could help point me in the right direction.

Essentially I would like something that operates like TSP but with mutual funds. I understand we are limited in IFTs which is similar, but I feel the 2 IFTs with unlimited runs to G beats the heck out of $50 fees in my smallish IRA.

I can't help because I don't like mutual funds - you wouldn't have that problem with individual stocks or even ETFs.
 
Yes, Birch. I think I may be headed to the same camp. I recently spoke with Sharebuilder and it seems my funds can't be transferred to a different institution. So now to move my account I need to liquidate my 7 positions, all of which are less than 30 days old OR get stuck with seven $50 fees. They (SB) are checking to see if moving the account is a grounds to waive the early redemption fee but somehow I doubt it. Obviously I can just start funding my new account and wait 90 days to liquidate the Sharebuilder account...but what a PITA.

I also have a taxable brokerage account through Etrade and a SimpleIRA (previous employer) through Fidelity. Anyone have any notable experience with IRAs through those institutions?
