As for + or - effect:

+ effect is that the markets shoots up to the moon and you will make a ton of money. The momentum will carry over to Monday(for the I fund) and Tuesday because the shorts will cover and be a little scared to short again for a few days.

- effect, just look at my avatar. Get ready to take a 3% loss and head over to the G/F fund and curl up in a fetal position.

My thought is that he is going to be especially careful not to say anything he thinks will crash the market. That being said, I think there is a bias toward a neutral or positive effect. If not, I will be fetal and looking for a pacifier .

NO. If you IFT today after the deadline you will be in the markets until Tuesday COB! Any IFT's Monday will not happen until Tuesday COB.

The Thrift Savings Plan will be closed on Monday, September 3rd, in observance of Labor Day. Transactions that would have been processed Monday night (September 3rd) will be processed Tuesday night (September 4th), at Tuesday's closing share prices.
