Article today in Govexec.com about the calculated pay raise for next year. According to current law, Federal Workers get 0.5% LESS than the Labor Department's "Employment Cost" number. Military would the "Employment cost" number- and
Federal employees then would get 0.5% less, by current law.
The "Employment Cost" number for December 2008 to December 2009 came out this week. It shows an increase of almost 1.5%. SO they are rounding down to 1.4% for the military.
Well, according to the standard formulas then, that would mean that next year (January 2011), the Military would get a raise of 1.4%. That appears to be the official proposal for next year for Military- 1.4%.

Which would give a Federal Employee pay raise, under the existing law, of 0.9%.
Potentially, it could even be less, depending on where they make the mark for the start/stop time. Employment Labor costs are not increasing right now, the are decreasing. So you have the possibility out there of something even lower than 0.9%.
Employee Unions are going to lobby pretty heavily for "Pay Parity", of course. We all better cross our fingers that our economy starts to chug along and take off pretty soon, or we'll find ourselves in the fall with lower numbers, and a chance of little or no raise next year.
