What do EBB's Stop/Go Signs Refer To??

I have been following EbbChart for a while and can't argue with its success. But I think I'm missing the very basics... What does a red stop signify and what does a green go signify? Is it indicative of a gain vs a loss or what? Maybe the author of EbbChart doesn't release that, but I keep thinking that I should know more about it and can't seem to find the answer (nor can I find where anyone else is asking about it) - Thanks!:)

I am not privy to in inner workings of the EbbChart system. You'll have to ask ebbnflow but I'm not sure how he's talking about it.

It is probably just my computer, but is anyone else having trouble getting Tom's commentary this morning? All I can get is for last Friday, the 5th.
