Does anyone know after your retire if you can transfer your TSP to your kids if you do not use it?

No. It's not transferrable.

Currently, if you were to die, for example, your spouse could not 'inheret" your TSP account.

The Thrift Board is considering recommending legislation now to allow a spouse to inherit and maintain a TSP account- but no consideration is presently being given to being able to give it to children.
 
If there is no beneficiary designated (TSP3/U3) it will be paid out by order of precedence..as in it would go to spouse first, if no spouse then to the children, next of kin, etc. Children can only transfer it to an inherited IRA, not a traditional.
