TSP Catch Contribution retracted

Has anyone had their agency give back their catch up contribution?
The money was deposited in TSP and now my agency is giving it back saying that I wasn't properly enrolled at the time. (It happend at the point that I maxed out the 15,500. They figured this out 3 months after the fact!

The money has not been taken back from the TSP (yet) Can they get the money back?

If you were not enrolled, why were the withholding the contributions?

See, it makes no sense.

With my agency, my asking them to withhold the catchup contributions is all the enrollment I need.
