Yes I've read it, it was popular before the crash. I even had an excel spreadsheet that would crunch all the numbers and estimate the value. Thing is this guy didn't re-invent the wheel, he just presented it a different way. If you want to get to the real source, skip Phil, skip Buffett, go to Benjamin Graham.
As for value investing, it has its place, but it's geared towards individual stocks, not TSP, and value investors took it in the shorts hard when the crash came.
