Here's my question. Suppose I invest 100% into the C fund when it's currently going for $15 a share. Next month, it goes up to $16 a share. Am I locked in at the $15 rate for all future purchases? Would I be able to buy x amount of shares still at the original $15 rate? A friend of mine told me you buy shares based on the initial value of what you paid for it. So would I be locked in to purchase shares of the C fund still at $15 per share even though it's worth $16 currently? It seems a little too good to be true..so need to double check with you guys.
 
Yes, it is too good to be true.

You buy into or sell (C) or any other TSP fund at the price TSP.gov posts for that day as long as you made your move before NOON EST. TSP.gov normally updates share prices around 7:00-7:30pm, M-F.
