Not sure where you are reading these OLD posts.....from 2008 and 2009. If you are looking for recent posts, make sure you check the post date.
But to maybe give some insight.....you could check recent posts of weekly predictions. Uptrend, Bquat, MrJohnRoss, RealMoneyIssues, Sensei, Coolhand all tend to post or blog their predictions based on the charts. They all have good points but often they point in opposite directions. Even TSPTalk has daily musings on what the market may do in the short term. Read all these and then you can decide which one appeals most to you.
I might also point out that the L2020 fund still has a lot of G, as well as a lot of F. So if you wait for the stock portion to drop, the F fund may go up. Not sure you would gain a lot by waiting for a dip. That is why most of the people here (and especially those in the AutoTracker) don't use the L funds. Those funds are primarily for buy and holders, not for traders. I am NOT making a judgement here....just that the L funds to not really lend themselves to going in and out. If you want to put your funds somewhere to buy and hold, like L2020, it probably doesn't really matter when you do it. Timing the market is not critical. Time IN the market is critical. You don't say how long you plan to be in the TSP, but the L2020 is pretty 'conservative'. My own suggestion is to go to the L2030 or higher. Keep in mind, even if you retire in 2020, you will likely be leaving at least some funds in TSP throughout retirement...so a longer timeframe may be warranted to avoid losses to inflation.
