They're trying to lure "high profile" bloggers. Not sure what constitutes that. But if you're a lucky winner, there's absolutely tons to do and see in the southwest of the country (Kyoto, Osaka, Hiroshima, Nagasaki, Fukuoka, etc...) that is well away from the areas affected by the disaster. I was never a huge fan of Tokyo before the disaster anyway. Too big and impersonal. But I guess if you need your fix of western fast food, that's the place to be.
