James --- my sincere appreciation for all the research you've done and shared in respect to my original question about whether imposing the transaction restrictions actually saved costs like the administrators said it would.
A simple answer to the question, based on your research, is that it did not.
However, I can just see it now: they will claim, just as the administration has regarding the 800+ billion dollar so-called "stimulus" bill, that it would have been "oh so much worse" if they hadn't imposed the restictions. And then they will challenge you to prove otherwise, when in fact they can't prove their own claims.
While I would not want to claim that the restrictions directly caused more expenses, at the same time the empirical data would indicate that it didn't help, either.
I would certainly like to see the administrators relax the transaction limits a bit, at least for a while, to see if the cost curve was really affected or not.
