House panel backs 3.5 percent civilian pay raise

A House subcommittee voted Tuesday for a 3.5 percent average salary increase for civilian federal employees, echoing actions in both the House and Senate to raise pay for military service members by that amount next year.
Last month, the full House voted in favor of a 3.5 percent military pay raise in approving the fiscal 2008 Defense authorization bill.
On May 24, the Senate Armed Services Committee passed its version of the bill, which also contained a 3.5 percent increase for the military.

Were converting in November and there are still some questions (like this one) that havent been answered...

We converted in Apr and were told that pay/cost of living adjustments were not impacted by performance. Locality pay can be withweld in rare cases. You're basically competing for pooled shares of step increases and performance awards that you would have receive in the old system.

being in nsps since jan; i know a little;
i don't know how everyone else is rated;
we use to be evaluated up to 81 here.
however the new ratings will only go up to 5.
no one gets a 5
4 virtually are unheard of
2-3 are normal and
1 you won't get your cola raise;
at least that the way i under stand it

depending on the number of objectives you have
example
obj 1 = 3 points
obj 2 = 2 points
obj 3 = 3 points
obj 4 = 2 points
obj 5 = 2 points

12 total points divided by 5 objectives = 2.4 avg
then you look at the handy dandy chart to see how many "shares"
shares are kinda like percentages.

Here's a couple of current events - articles about governmental "Continuing Resolutions" (CR), BOTH ENTIRELY REAL!.. both just as goofy.

1) The House of Representatives has passed a bill to extend funding the federal government's operations from Dec 14th until December 21st (yes that is fully completed CR for the just current week!!). :blink:

2) After this, Bush suggested that: "they should not carry the unfinished business of 2007 into the new year," he suggested - He might endorse for a full-year CR to be passed (if they can't get to an agreement) - that would be an entire year without "pork" for either side- imagine that! :laugh:

Bush: "Instead they should pass a one-year continuing resolution that does not include wasteful spending or higher taxes." Bush said any spending package approved this year should be "clean" legislation "without gimmicks, without policy riders that could not be enacted in the ordinary legislative process."

Note-

the 2009 January GS Scale Pay Raise was passed by the Senate as part the Continuing Resolution- H.R.2638 this weekend-

It is now sitting on the President' desk for signature.

The number in law is now 3.9% for 2009- rather than the 3.4% the President asked for.

We can assume the President will sign- he has not indicated veto of the continuing resolution, and it wouldn't be good to have a fight about that today.

Now, the President will have to decide how to divy that 3.9% up.

If he follows past tradition- it should be about a 2.9% across the board increase, and then varible locality pay increases this year.

Payable the first full pay period in January for GS employees.
