My funds have been between 2 and 4% since I started this in 2008. Looking for ways to tweek and improve my returns. This site has so much stuff, not even sure where to start.

I'd start by reviewing TSP's historical rate of returns for the funds, then compare them to your allocations, you may be too conservative.
