Food stamp usage jumps

Are the immigrants: Mexico, Latin, & South Americans, are they counted in the Black population numbers?

I couldn't extrapolate that from the spreadsheet they made available. It seemed the spreadsheet was developed to just show black versus white.

The first line of the spreadsheet shows:

I don't think ALL ethnic groups were represented and this is a limited study with "implied" results. But then again, I'm just a well informed conservative... Could I be looking at it totally wrong?:suspicious:

My suspicions would be that it is North European white vs any tint (but not tanned).
