Is it time for Wall Street to break out the Dow 27,000 hats that were summarily shelved back in October as a stock-market rally ran out of steam? It’s hard to say for certain, but the Dow Jones Industrial Average (DJIA) nonetheless, is on the verge of not just a fresh psychological milestone but also its first record in six months. As of Thursday, the Dow stood less than 2% (about 1.7%) shy of its record close at 26,828.39 that was put in on Oct. 3.
