Most of us don't think about them. They keep the infrastructure working. In times past, some of them were "feds" but were told they were redundant and maybe the new contractor would hire them.
Twelve people I work with daily were recently victims of a contract change. One was told right away he was no longer employed. He got his two weeks notice. The other 11 now have to go through the whole background investigation, drug screening and interview process that they did under the current contractor. Merry Christmas! By the way they are expected to take care of the inventory, mail and facilities this week while they await their fate. What a bunch of happy holiday employees they are.
Good thing those contracts reduced the OPM numbers and didn't inflate the fed employee wage average.
