Obama signs bill to avoid government shutdown

WASHINGTON (AP) -- President Barack Obama has signed a stopgap spending bill to keep the government running through the end of September.
The measure leaves in place $85 billion in automatic budget cuts known as the sequester. But it takes steps to ease the impact of the cuts to food inspection and college assistance for active duty military personnel.

The House and Senate passed the spending bill last week. Without it, the government on Wednesday would have run out of money to keep operating.

The measure funds the day-to-day operating budgets of every Cabinet agency through Sept. 30, the end of the 2013 fiscal year. It also provides another $87 billion for overseas military operations in Afghanistan and Iraq and maintains a pay freeze for federal workers.

Continuing resolution signed- we now have a federal budget through the end of September. It includes a continuation of the pay freeze, and a continuation of the sequester of funds for Agencies.

At least we have jobs (alibet at reduced hours) through September.

Our union rep is speculating that she's trying to stall the furloughs for teachers until the summer, when we don't get paid anyway (26 pay periods is just a proration of the actual 21 pay periods we receive for the time we are working). Nice to have a boss looking out for the employees and the students (I think, anyway).

What are your thoughts about DODDS? The reason I am asking is that I picked up a great PCS to Europe this spring and my wife is a licensed elementary school teacher. She's been beaten down by the years in poor/under performing schools here in Albuquerque where we currently reside and is losing her desire to be in the classroom. I am hoping the DODDS system is a complete change to what she's been exposed to here, but I don't know anyone who's been in that system to get the real scoop (good & bad).

Care to share your thoughts?

The DODDS furloughs are all tied into the DoD furloughs- the DOD announced last week it was temporarily holding off sending out the notices, pending a new math review of the budget after the Continuing Resolution passed.

The bottom line from that is....The DoD got some additional flexability in the places it could move money around as a result of the CR. The dollar figures will still be cut from DoD overall, but now the DoD will be able to move some money around. I would expect that there will still be furloughs of some kind for DoD workers- but I don't think it will be the 22 days they talked about before. More likely it will be substantially less than 22 days- although I am sure DoD budget crunchers are running the numbers right now to try and figure out how many days and from which accounts money will be shuffled.

Asylum - I love DODDS. Best place I've ever worked, though I'm sure the experience varies from school to school. I'm a high school teacher, so I can't speak for elementary, but I have smaller classes, better behaved kids, and more parental support than I ever did in the States. Only problem for your wife is that Europe is closing some bases, and the displaced teachers are being offered any vacancies that would usually go to local hires. That means fewer openings for next school year. But you never know. If she gets the opportunity, I'd recommend taking it. (BTW, my daughter goes to the elementary school on base, and we're very pleased with the experience from a parent's POV).

Thanks James. Makes a little more sense. The only thing unclear in DODDS is about what would happen if furloughs take place during summer months, when we are off. Would we "make-up" the furlough days in the fall, or would we simply be off the hook for that time period? That's the big question that nobody can seem to answer yet.

i think congress will sign a continuing resolution with little fanfare or drama as a parting gift to their outgoing esteemed collegaues, thanks for your service now go get a job, don't the door hit ya where the good lord split ya.

for xmas i am buying all my friend's a new belt, because come january i expect them to be in high demand as there's going to be a lot of tightening going on. after this recent 6 year personal responsibility holiday i think we could all use to shed a few extra pounds.

Given my sour attitude, I think they'll take off early for Christmas leaving us furloughed til next year. Then they'll brag about how much $ they saved the government over the holidays. Hope your Christmas shopping is done and you haven't gone into debt. Merry Christmas and enjoy your time off.

BUDGET DEAL FALLING APART



Folks- I am in DC tonight and it looks like that budget deal is falling apart- several more Congressmen have announced the are not going to support ti because of the two provisions in the bill- the BIG MONEY removal of rules limiting the rich giving money to political parties, and the complete destruction of the Dodd Frank rules on limiting banking credit default swaps deals- -which will mean BILLIONS in shady money to Wall Street bankers- was slipped in to the bill- and now that this is coming to the light of day, more Congressmen are announcing opposition.

Tonight - looks shaky that the deal is falling apart-


Starting to look like we may just get a shutdown tomorrow if they can't find the votes to pass something.
