NSPS Transition Planning Continues
The Department of Defense announced that the majority of NSPS employees are scheduled to transition to non-NSPS personnel systems by September 30, 2010, more than a year earlier than required by the National Defense Authorization Act (NDAA) for FY 2010. This statute requires all employees to transition from NSPS by no later than January 1, 2012 with no loss of or decrease in pay upon conversion. Most employees will transition into the General Schedule (GS) personnel system.

Yeah, we're hearing the same thing Scrappy, our HR folks have been saying for the past few weeks that we will not go thru another NSPS cycle. Mistake? who knows.
 
My org is doing one more cycle with us going back to GS at Fiscal.
It will suck for some who go from a pay band that opened up more potential income as compared to going back to top step GS with no potential for anything other than what the prez gives everyone....I for one never had a problem with NSPS.....Always seemed to get more than what i would have received if in GS....If you received really nice raises under NSPS you will be under save pay if your pay is above top step GS.

At FAA, which is STILL going to be under "Core Comp", (99% similar to NSPS), the only ones who made out were those who were near or at the top of GS scales before conversion.

If you are near the low end of the GS scale, OR if there is any chance at all that you are going to get a promotion, then GS is worlds better.

In FAA, they combined GS-11 and Gs-12 into a single pay band. So, no promotion there. And a pretty experienced person (10+ to 30+ years industry experience is common) You are hired as "payband H, and, if you are lucky, you move eventually to payband "I", which is supposed to be similar to GS-13. A very few lucky ones have a shot at promotion to "payband "J".


Real world example- under the GS system, employee is hired at $ 57, 408. In five years, that person would normally be making $87,728 (13 step 3), and COULD have a shot at $96,690, if the had the right talents, in the right place, and the right time.


Under "Core Comp", that SAME person, doing the SAME JOB TITLES, would be hired at $57,080. But after five years, instead of making $87,728 as would be the case under GS, they would be making about $72,000. $14K LESS under the FAA's Core Comp plan.


And, if they were the golden haired child in the right place, right time, then, instead of making $96,690 under the GS system, they would be making about $84,022.

And while the GS'er would be getting the Jan raise AND a 3.3% step increase each year for the first four years, the Core Comper would be gettting ONLY the January raise (plus 1%). There is no possible way that even the best Core Comper could ever hope to match what the could have earned under the GS system.

But hey- we negotiate pay now in FAA. At least that's something.

I'm curious about this relative to the former maxed out GS15s who gained considerably under NSPS. The GS is capped at Executive Level IV and NSPS is capped at IV plus 5%. However, the can-do-no-wrongs got their 5s and anything over the cap went to bonus. I'm sure there's no "clawback" :D on the bonuses but I'm wondering if their GS salary will be indeed "save pay" until the Level IV catches up. That could be quite awhile.

Funny how most people really seemed to hate it and now are talking about how much they liked the bennies. :confused:

Ain't that the truth, ya get used to after the first go around, now I'll just drag out my GS folder. :D I guess I'm just cynical about the whole thing, I don't care about what way we go.
 
Don't know if this adds anything..

But I've been GS all my career..I'm maxed out in the grade I'm in (Step 10)
..The benifit is to me, most of the Gov Contractors I'll be working for when I retire in 90 days, base their salary they'll be paying me on a GS scheduled rate...not seen anything on Core Comp rates...
