Pay and Leave Benefits for Employees Prevented From Returning to Work Due to Flight Cancellations as a Result of Volcanic Activity in Iceland
The U.S. Office of Personnel Management (OPM) is providing the following guidance in response to inquiries on leave and workforce flexibilities for Federal employees who are stranded abroad because of the flight cancellations as a result of the Eyjafjallajokull volcano eruption in Iceland.
Q1: I am on annual leave and cannot return to work in the United States because of the flight cancellations due to the volcanic ash. What should I do?
A1: Federal employees who are on preapproved leave should continue to be charged leave until the date they were scheduled to return to duty. After such date, employees who are ending their leave must contact their supervisor to request to use additional annual leave, leave without pay, credit hours earned, compensatory time off earned, or excused absence (if the agency’s internal policies permit.) Telework may also be an option, under internal agency policy, if the employees have access to the necessary tools to accomplish their work. For information on the Federal telework program, visit www.telework.gov. Supervisors should contact their HR office for further guidance.
Q2: I am traveling on official business and cannot return to work in the United States as scheduled. What should I do?
A2: Federal employees who are traveling on official business and cannot return as scheduled need to contact their agency for further instructions. Agency options include extending the travel for work or temporary duty plans, or granting excused absence if the tools and work assignments are not available to allow employees to continue work in their temporary duty location.
Q3: Where can I find additional guidance about Federal employees who are affected by severe weather conditions or other emergency situations?
A3: See OPM’s Handbook on Pay and Leave Benefits for Federal Employees Affected By Severe Weather Conditions or Other Emergency Situations at http://www.opm.gov/oca/compmemo/2008/HandbookForEmergencies(PayAndLeave).pdf.
