i would lve to put tracy ray (cheif investment officer for tsp board) on the stand and ask what kind of contact has she has with barclay concerning this subject? is barclay making money on us or losing money when the fv is so screw up.
 
i was thinking (i know i always get in trouble)if we don't trade for the month any month,that means the L-fund 2040-2030-2020-2010 L-INCOME when they do there daily balances they have no one to trade with inside the tsp plan, or we trade 3 times a month what will they do the other 19 days they have to go to barclay and then they have to find buyers. can i complain that the L-funds are eating away at my profits? i understand we will not trade all on the same day but the price of the L-funds goes up (to trade). i am beating the L-fund 2040 by 6 percent so i will give that up plus be charge the expenses for the L-funds so the tsp board trading with barclay due to the inability to trade with the i-fund or any other fund inside the tsp plan. please help me with this am i on the right track
 
L fund is really a mute point right now. I have a educated suspicion that the re-balancing of the L Fund is done internally with the shares of the other funds that are being traded.

They call it a "cross trade". It is basically when there is a buy for one stock at the same time there is a sell for the same stock. A example would be there is a order to sell 1,000 shares of the C Fund and another order to buy 1,000 shares of the C Fund. You just exchange them and normally do not incur any fee. As big as TSP is I believe this is how they try to execute trades internally first.
 
Cross Trade: A practice where buy and sell orders for the same stock are offset without recording the trade on the exchange, which is outlawed on most major stock exchanges. This also occurs when a broker executes both a buy and a sell for the same security from one client account to another where both accounts are managed by the same portfolio manager.
