Retired with most tsp in G fund. Is this a good time to move it?

I am already retired with about 75% in G fund. I have had it there a while making no money, but should not need it for about 10 years. I know I have missed out on excellent returns during the last few years but I kept telling myself the time to buy in isn't while it is at a high and was afraid to move any funds out of the G for fear of a huge market drop. Clearly I know little about investing as many have told me over the longer time period I still would have made money. I have about 25% in C fund and it made about 30% last year even though it is dropping a bit now.

The current event is tragic, and I hope we get through it with as few people lost as possible. That said, this seems to be a time when the market is dropping a lot, and since most of my funds are in the G fund, I thought maybe I could make up some of the money I didn't gain in the prior years by buying when the market is low. I can't change the events around me, but I may be able to make some market gains for my future years.

Should I move my G funds into a more risky fund like the C fund while it is down? Is there a number I should watch to know when the time is right to move it? If the market closes for the day, and I do a inter fund transfer that night will it do it overnight so I can take advantage of the very next day increases? I am guessing there is a cutoff time where I can lock in the rates. For the most part I have just left the funds alone for years, but the current events seem like things I have never seen before in my life, and it seems like a time that I may be able to correct some of my prior mistake of just leaving it in the G fund for years. I was forced to take an early medical retirement and am 51 years old so I don't think I be able to pull it out for several years.
