In this day and age it is necessary for everyone to keep abreast of current technology.
The best place I have found (other than the a price match competition between WalXXXX and AAFES) is to do it online.
The best place I have found is called the "Army Small Computer Program". The link is: https://ascp.monmouth.army.mil/
What you need? A registered AKO (Army Knowledge Online) account (If you are in the Army or a DAC you "should" be eligible). I do not know if this ports to other services - http://www.us.army.mil
Under the government employee purchase program you can receive substantial discounts of many products from the following vendors (this is taken from the website as of 20 Feb 08):
